Pakistan Forms IT Task Force to Empower Freelancers and Boost Digital Exports
In a bid to strengthen the digital economy and increase IT exports, the Ministry of IT and Telecommunication has constituted a new task force on industry data collection. The initiative aims to support Pakistan’s growing IT sector — particularly freelancers and tech startups — through a comprehensive strategy that includes regulatory reform, talent development, and international outreach.
The newly established task force carries a multifaceted mandate that could redefine how Pakistan positions itself in the global digital landscape. Central to its mission is the creation of a digital map of Pakistan’s tech talent, a move that will provide unprecedented visibility into the country’s IT workforce. For the first time, freelancers, remote workers, and software companies will be systematically tracked in terms of their skills, credentials, earnings, and export activity. The ministry plans to set up a dedicated Digital Economy Cell aimed at streamlining processes that currently hinder international client acquisition and service delivery. Another major area of focus is the country’s taxation policy — particularly the need to clearly differentiate between freelancers and remote employees. New KPIs will be introduced to evaluate and celebrate high performers in the IT export space, with the ultimate goal of elevating Pakistan’s standing on global export rankings.
